The Annual Homeowner’s meeting was held on November 10, 2009. The following is a brief summary of the meeting. All lot owners will be sent a copy of the official meeting minutes.
Board Positions:
Dr. Anthony Johnson and Karen Wensink were elected to three year terms on the Board of Trustees. Note: In a subsequent action a few days after the meeting, the Board asked Robert Bowen to serve as a Trustee to fill a new vacancy which occurred due to a resignation. This action was based on the voting results of the meeting. Board Members for 2010 are: Robert Bowen, Dick Eshleman, Dr. Anthony Johnson, Chris Murphy, Bob Patriarco, Chris Treu and Karen Winsink.
Accomplishments 2009:
Board President, Dick Eshleman reviewed the accomplishments for 2009 which included:
--Strengthened relationship with City of Solon
--Collection of past due accounts.
--Enhanced financial reporting system.
--Hiring of professional architect to advise Design Review Committee.
--Repair/resealing of roads.
--Fully operational gates.
--Installation of enforceable signage for stopping/speeding within Signature I and II.
2010 Initiatives:
Board focus for 2010 will include; landscape upgrades, road maintenance work, covenant compliance, and encouragement of additional homeowner participation.
Financial Report:
Treasurer/Secretary, Chris Murphy reported the budget will show a surplus this year. Based on projections to 2018, a major portion of the Capital Reserve balance will be needed for repaving of our roads in that time frame.
Design Review Committee:
Dr. Anthony Johnson reported a streamlined system is now in place thanks to the expertise of a third party architect. The DRC is able to provide a timely response to the Homeowner's plan requests.
Covenant Compliance:
Bob Patriarco explained the penalty assessment schedule currently in place for non-compliant homeowners, (e.g. failure to install landscaping, lamp posts, etc.) The Board is working with the City to enforce building standards and occupancy permits. The requirements for rental properties were also discussed. Basically, property owners may rent their property after one year and the renters must comply with all of our covenants as if they were owners.
Sidewalk installations on lots without houses were discussed. The City of Solon is responsible for enforcement. Residents concerned about installation of sidewalks should contact Jack Clifford at the City of Solon offices.
Gates:
Bob Patriarco stated Residents would need to provide their code to the snowplower or Residents could also ask Barnett Management if they could be assigned a temporary code for snowplowers for the season, but it would be Barnett’s discretion if enough codes exist to allow this. Emergency Police/Fire units have been issued universal remotes and code for all gates. These codes are tested monthly as a safety precaution. Codes/remotes for homeowner's moving from Signature are erased and may no longer be used.
Safety:
Chris Treu reported that signage has been completed to allow police to enforce speed and stop sign laws. The City determined the location of the new signage within Signature I and II. Residents are encouraged to call City of Solon Police should speeding, failure to stop, etc. be noticed. City of Solon Police encourages community involvement to keep our development safe.
Landscaping:
Larry Wuench told residents that 52 acres of common property is the responsibility of the Landscape Committee. Unplanned expenditures this year included additional clean up, removal of dead trees and replacement of trees due to disease. Snow plowing will continue under a contract with the Club. Landscaping contracts are under review.
Open Forum/Homeowner Questions:
The board will investigate the feasibility and costs of an expanded recycling program with Allied Waste.
New black iron fencing along the eastern edge of Pettibone/Castle Pines was installed by the City of Solon.
Because Signature of Solon streets are private, underage drivers of golf carts can be ticketed only if they violate posted speed and/or stop sign laws.
Residents were reminded of the procedure for guests attempting to enter when the gates are closed. Guests are to call the homeowner via the gate entrance kiosk, homeowner presses 9 and the # symbol, gates will open.
Build-up of snow near the gates will be hand- shoveled by the plow drivers to assure clear access.
