I. Introduction
The
Design Review Committee "DRC" was formed in late first quarter of 2006. As
sanctioned by the Master Board, it is our responsibility to inform you of the
role of our Committee, and our Charter. As property owners, it is your responsibility to cooperate and comply
with the role of the DRC.
The
following summarization is present in more detailed form in Article VIII of the
Master Declaration of Covenants, Conditions, Easements and Restrictions of
Signature of Solon.
The
DRC meets often to fulfill the obligations of its purpose, and to exercise its
jurisdiction.
II. Purpose
The
purpose of the DRC is to help ensure that the community is attractive and
consists of aesthetically compatible surroundings. It is the DRC’s intent to protect the
investment of every property owner in the community of Signature of Solon, and
to see that the Master Declaration of Covenants, Conditions, Easements and
Restrictions of Signature of Solon is upheld without exception.
III. Jurisdiction
The
jurisdiction of the DRC is broad, including, but not limited to, the following areas:
- Review and approval of all home designs and
plans
- Review and approval of all exterior improvements
- Review and approval of all structural
improvements and additions
- Review and approval of all landscaping,
including improvements
- Review and approval of all homeowner property
improvements
Also under the
DRC’s jurisdiction are additional items, such as:
Exterior Lighting
Exterior Colors and Roofs
Playground Equipment, including, but not limited
to Swing
Sets, Playhouses, Yard Toys, Trampolines, Inflatable Pools, Basketball Hoops,
etc.
Swimming Pools, Tennis Courts, and Fencing
Decks, Patios, and Sidewalks
Screened Enclosures and Awnings
Utilities, and Air Conditioners units
Antennas and Satellite Dishes
Mailboxes
Any
violations of these Restrictions or Covenants in the Master Declaration are
subject to receiving written notice to correct the violations. The DRC has the broad authority, after
reasonable notice has been given:
- To impose fines.
- To make the correction needed at the property
owner’s expense.
- To assess all fees and costs, to the property
owner, for processing applications and reviewing plans.
- To hire attorneys and consultants, at the
property owners expense.
- To commence litigation against the property
owner in order to gain compliance and remediate the violation.
The
DRC is also empowered to make rules that pertain to the items under its
jurisdiction.
IV. Operations
The
operations of the DRC are carried out by a board of 3 to 7 people, all property owners of the Signature of Solon
community. An annual budget may have to
be established by the DRC to enable it to function. In absence of an agreement to the contrary,
the DRC will act within 14 days of receipt of any application for improvement
or change to property. All applications

44139. If the DRC does not act within this time
period, and if there has not been an agreed upon extension, the application will be deemed accepted.
Reasons
for disapproving plans include, but not limited to:
- Failure to comply with the Master Declaration
- Failure to include items requested or required
by the DRC
- Incompatibility of designs or location of
similar design
- Grading or landscape plans
- Color schemes
If your plans are disapproved, the DRC will make reasonable efforts to arrive at an acceptable
plan. Appeals to DRC decisions are permitted
to the Master Board. Approvals can be revoked if improvements have not begun
within 180 days.
